Ms. Kinzie worked extensively with the U.S. Air Force and Port Authority of San Antonio to transfer the 1,880 acres of the former Kelly AFB as a result of the ’95 BRAC. She also worked the transfer of Air Force water and power utilities to municipal-owned utility companies. Ms. Kinzie has negotiated and documented leases with major aerospace industry tenants such as Boeing, Pratt Whitney and Lockheed Martin and arranged for financing for the construction of new hangers, warehouses and office buildings for the Port of San Antonio. She has also been involved in land use planning for Port Authority, including platting, zoning and major infrastructure improvements, including rail service and airport development.
Ms. Kinzie represented the City of San Antonio in connection with the Brooks AFB Demonstration Project. She helped negotiate and draft the legal documents that created the nation’s first voluntary transfer and leaseback of an active military base, the property now known as Brooks City-Base, Texas.
